Unseasonal summer snow blankets Saudi city

Unseasonal summer snow fell on northern parts of Saudi Arabia on Tuesday, while other parts of the kingdom baked under scorching sun.

According to local media, a thick blanket of snow fell on Tanomah in north Abha, in the south west of the kingdom, which is unusual for this time of year.

The suburban areas of Namas, Souda, Shaaf, Turaib, Oqbat Dalae, Khaibar Al-Janoub, Madda, Tihama Balasmar and Balahmar received heavy rainfalls accompanied by hailstorms on Tuesday, reported the Saudi Press Agency.

Russian aircraft will ensure blue skies in Moscow on Victory Day

MOSCOW, April 11 (RIA Novosti) - Up to 12 military aircraft will disperse clouds to ensure good weather over Red Square during Victory Day celebrations in Moscow on May 9, an Air Force spokesman said on Friday.

Employing techniques perfected over decades, Moscow authorities plan to use environmentally friendly and harmless chemicals to clear clouds and prevent rain. Last year the Russian Air Force dispersed clouds above the city using dry ice, silver iodide and cement powder.

Colonel Alexander Drobyshevsky said "the most experienced An-12, Il-18 and An-26 crews" would be used to guarantee good weather in the Russian capital.

The weather regime will start on May 7, and preparations will begin from May 5, Drobyshevsky added.

Victory Day marks the capitulation of Nazi Germany to the Soviet Union in the Second World War. The conflict is commonly referred to as the Great Patriotic War in Russia.

More than 30 military aircraft are due to fly over Red Square during the May 9 military parade which will see a display of the country's most advanced weaponry, such as BMP-3 infantry fighting vehicles, BTR-80 armored personnel carriers, T-90 tanks, and Topol-M intercontinental ballistic missile mobile launchers.

The Air Force will be represented by Tu-160 Blackjack and Tu-95 Bear strategic bombers, Su-34 Fullback fighter-bombers, MiG-31 Foxhound interceptors, An-124 Condor heavy-lift transport planes and helicopters of various types.

Rainmaking projects 'no threat'

The chemicals used in projects to reduce rainfall pose no danger to people or the environment, the head of the Beijing weather modification department said Thursday.

Since 2002, the city's meteorologists have been experimenting with rain-control techniques in a bid to prevent downpours during the opening and closing ceremonies of the Olympics.

Speaking in response to media questions on the safety of the methods, Zhang Qiang, director of the weather modification department of Beijing's meteorological bureau, said there is no scientific evidence of any harmful effects.

"Chemicals, such as silver iodide and liquid nitrogen, are widely used in rainfall suppression projects in many countries. And after years of research, meteorological experts from around the world have found no proof there is any negative impact on people's health or the environment," Zhang said.

"The amount of silver iodide that ends up in rainwater is very small, far below the national standard for drinking water," she said.

The other widely used chemical is liquid nitrogen, Zhang said, but as the atmosphere is itself about 78 percent nitrogen, this "poses no harm to the environment".

Based on weather records, meteorologists have said there is about a 47 percent chance of rain on Aug 8 in Beijing, the opening day of the Olympics. And while the world's scientists have yet to find a way to master Mother Nature, authorities hope their efforts will at least prevent a wash out on that particular day.

"If a rainfall reduction operation is conducted on a small scale, relatively good results can be expected," Zhang said.

The average temperature across both the contiguous U.S. and the globe during December 2007-February 2008 (climatological boreal winter) was the coolest since 2001, according to scientists at NOAA's National Climatic Data Center in Asheville, N.C. In terms of winter precipitation, Pacific storms bringing heavy precipitation to large parts of the West produced high snowpack that will provide welcome runoff this spring.

U.S. Winter Temperature Highlights

In the contiguous United States, the average winter temperature was 33.2°F (0.6°C), which was 0.2°F (0.1°C) above the 20th century average - yet still ranks as the coolest since 2001. It was the 54th coolest winter since national records began in
1895.

Winter temperatures were warmer than average from Texas to the Southeast and along the Eastern Seaboard, while cooler-than-average temperatures stretched from much of the upper Midwest to the West Coast.

With higher-than-average temperatures in the Northeast and South, the contiguous U.S. winter temperature-related energy demand was approximately 1.7 percent lower than average, based on NOAA's Residential Energy Demand Temperature Index.

Global Highlights

The combined global land and ocean surface temperature was the 16th warmest on record for the December 2007-February 2008 period (0.58°F/0.32°C above the 20th century mean of 53.8°F/12.1°C). The presence of a moderate-to-strong La Niña contributed to a boreal winter and February temperature that were the coolest since the La Niña episode of 2000-2001.

While analyses of the causes of the severe winter storms in southern China continues, NOAA Earth System Research Laboratory scientists are focusing on the presence of unusually strong, persistent high pressure over Eastern Europe, combined with low pressure over Southwest Asia. This pattern directed a series of storms across the region, while northerly low level flow introduced cold air from Mongolia. Unusually high water temperatures in the China Sea may have triggered available moisture that enhanced the severity of these storms.

Record Northern Hemisphere snow cover extent in January was followed by above average snow cover for the month of February.

Unusually high temperatures across much of the mid- and high-latitude areas of the Northern Hemisphere in February began reducing the snow cover, and by the end of February, snow cover extent was below average in many parts of the hemisphere.

While there has been little trend in snow cover extent during the winter season since records began in the late 1960s, spring snow cover extent has been sharply lower in the past two decades as global temperatures have increased.
